  • Biharis in Bangladesh Please Watch This video!In pre-independence India, the Biharis were an Urdu-speaking Muslim minority in the Hindu region of Bihar. In 1947, at the time of Partition, the Biharis moved to what was then East Pakistan. When civil war broke out between East and West Pakistan, the Biharis, who consider themselves Pakistani, sided with West Pakistan. In 1971, however, East Pakistan became the independent state of Bangladesh. The Biharis were left behind as the Pakistani army and civilians evacuated and found themselves unwelcome in both countries. Pakistan feared a mass influx of Biharis could destabilize a fragile and culturally mixed population, and Bangladesh scorned the Biharis for having supported the enemy. With neither country offering citizenship, the Biharis (also called stranded Pakistanis) have remained stateless for 33 years. The Office of the United Nations High Commissioner for Refugees (UNHCR) has not addressed the plight of the Biharis. An estimated 250000 to 500000 Biharis live in 66 camps in 13 regions across Bangladesh. In 1990, a small number of Biharis were allowed to immigrate to Pakistan due to the efforts of MQM, which is still campaigning for their return. The majority of Biharis in Pakistan live in Karachi,where Orangi Town has the highest concentration of them while those in Bangladesh are allowed to live in specific camps only mostly within Dhaka city. Due to not having citizenship, most cannot get good jobs.

The 16-year-old will have a chance to help and influence many people this week when she takes part in the Children's World Water Forum in Mexico City. Dolly was selected from among 6000 adolescent girls involved in a UNICEF project to improve environmental sanitation, hygiene and water supply in urban slums. As one of more than 100 young people representing over 30 nations at the forum, she will give a presentation about her leadership role in an adolescent girls' hygiene-monitoring group. The group has begun to transform her slum neighbourhood in Dhaka, the capital of Bangladesh. "Before, it was such a dirty and undeveloped area," says Dolly. "Nowadays it is different. We try to develop our area quickly through our work." Dolly and her friends go from house to house checking that people are washing their hands after defecation and before eating, using sanitary latrines and drinking only clean, covered water. Improved hygiene behaviours and new latrines in the neighbourhood have halved the incidence of diarrhoea. And Dolly says the slum's children laugh and play more now that they are healthier.

But we discover a unique relationship between man and beast. Crashing around in a log box, two otters in rope harnesses are desperate to get to their food. A fisherman lifts the lid and out they dive to munch on the fishtails scattered outside their wooden cage. Bengali fishermen use these otters to herd fish into their nets. Every year Bengali menfolk bid their families farewell and sail downstream to catch their fish. With a sharp smack on the bottom, the otters are dispatched into the water and told to swim for their keep! More often than not, they get caught up in the nets and incur verbal abuse from their masters.
